I think that you are mistaken, Bill. General Motors, for one, shipped all
their new 1975 cars with cats to comply with the 1970 Clean Air Act and I
don't imagine that AMC got special dispensation. See:

my '78 Bronco, the one I looked at in Utah was made to run on regular
leaded gas, but it didn't have FM stereo, so I bought California.

"What should a California resident look for when buying a new vehicle
from another state? Individuals are prohibited from importing,

Protection Agency label certifies the vehicle has California smog
