I am in Canada and had a brand new car in 1976. They all ran on
unleaded by then.

Yes, I do believe that is true. The owners manual does state "Catalytic
converters are used on all CJ modeles with V-8 engines, and on CJ
six-sylinder models built for sale only in California".
