Why insert them at all?
Did they all suffer from retention?
Did he offer any justification other than 'I made a judgment?

The battery test. I'd just as soon they didn't totally drain my
battery pulling thirty seconds worth of starter amps out of my battery
just to see if it recoveres, a little. Great way to sell batteries,
though.
