Recall service history seems to be system-wide, if my `89 Cherokee is any
indication. The local dealer was able to find out with a few keystrokes
if all recall work had been done to mine after I bought it from a used car
lot. I'd imagine that records of non-mandated work (oil changes,
out-of-warantee repairs, etc.) is kept only in the servicing dealership.

True, or you could be someone working for a law office on a fishing
expedition. From a target's point of view there's no value in assisting
you.
