this 97 Sport that make me wonder if it was some reject off the assembly

ecsentric can be turned to change the location with respect to the variouis

and there will be no speed sensor output. If there is no speed sensor
output, there will be no Cruise Control, or speedometer."
If you've ever had the speedometer gear housing out, it's likely just not
oriented properly as Jeff describes above.
