Yes, I know of no header design that will give less horsepower or
torque in any RPM range, it's in the cam and carburation that we can get
into trouble.

Where is your evidence it was a CNG bus...and if it was that the CNG

I think it's telling you not to expect miracles form a chip, all it
can do is mess with the spark advance and dump more gas in via a longer
injector duration. The engine obviously has a breathing problem at five
grand, which could only be solved with a 30 30 cam to take it out to
six.
