Yes, If within his state, same rules apply to you, although you may
use a resale's card. He wouldn't be the first criminal that didn't,
though.

"Casual Sale", so, no sales tax collection is required. So now you have

In Texas if you sell a car you dont charge the people tax.. they pay it when
they go transfer the title

In Texas if you sell a car you dont charge the people tax.. they pay it when
they go transfer the title
