I have a 2.5" lift with a Warn XD9000i winch on the front and 33's and
mine measures 21.5".

The reason for my question is:
My local inspection station would not pass my vehicle this year (they passed
it the two previous years, same combined lift) because they said I had more
that 3" total lift. To make a long story short, in talking to State Police
in our Capital, they asked how I could have 7-8 inches total lift and still
be under the 31" max bumper height. I wanted to tell them what stock height
was... I guessed something under 20".

I'm confused. You're not allowed to have more than 3" of total lift
added to your vehicle? What state do you live in? Is your bumper
higher than 31"? It seems like it would make more sense to have a
maximum bumper height requirement as opposed to a maximum "extra lift"
requirement to me. Maybe I'm just reading this wrong. If your bumper
is just an inch or two too high, could you just let some air out of
the tires to drop the height by an inch or two and go to another
inpsection station? Or borrow some smaller wheels/tires from a buddy
to drop it down to within limits? Or throw a few bags of dirt in the
back to weight it down if they're only measuring the back bumper? ;-)
