Canada Oil filters?

So at oil and filter change time, I always precharge the new filter with fresh oil, and then fill it to almost overflowing before I spin it on. This makes perfect sense to me, and I know that some shops might not do this. I've been told that it really doesn't matter as the micro second lost to bring the system up to pressure is of no consequence. Maybe so, but it's no extra work really, and I'm sure it doesn't hurt.
Then there's the filter too. Do you spin on a new one at half-time? Nowhere have I ever heard that this is a done thing. I'm told that changing a filter at half-time is just a waste of a good filter. Well I'm not sure if it does any good, but I'm sure that it can't do any harm. Is it true that the oils ability to retain its properties and stand up to the job it does far more important than that of the filter anyway? Just wondering if anyone has more "dirt" on this.

I agree with filling the filter, as much as possible, with oil, and putting a little on the gasket. I've never changed the filter half way through and oil change though, and I change the oil around 10 000 km, although I do use Mobil 1 full synthetic.

Oil gets changed every 5000 miles, with what ever is cheapest in filters ctc or wallys and oil same things 10w30 summer or winter. Put a little oil on the gasket of the filter (little hard to fill the filter with oil when it goes on sideways) greasing done more often when I have done allot of water, muddying. Wheel nuts checked too.
