Yes, I think it is. They have a relief valve that lets air bleed out, but
keeps water from coming in.

was perfectly level. Other than that, it just traps air under the cap
to hold water out. The ones I have seen were mounted horizontal which
is something like having ---- on a bull. As much use anyway.

to hold water out. The ones I have seen were mounted horizontal which
