Hi Mike,
Thanks for the reply. This is where I'm at now. The wiper switch (off
position) has continuity across the hot (12v) and the ground terminal (black
wire on the 3-wire harness). Black wire to the wiper motor. Yes, this
black wire does test to chassis/ frame ground. When the wiper switch is
"on" in either low or high there's no continuity to the black wired
terminal. Because the wiper motor is now grounded with a new extra wire
from the wiper motor to the frame, I think I may disconnect the black wire
from the 3-wire wiper motor harness.

Ok, sounds like you might be on to something. That park ring will be
sucking some juice maybe.
I would snip that black wire going to the motor from the switch
someplace easy to fix later and see what happens.
When you had the motor apart, did you notice any burns or marks inside
on a copper or brass ring that goes part way around the end of the
shaft?
Was the brass ring maybe in upside down? The opening in it has to be in
the right place for park.
The black wire feeds this ring for park power and when the motor gets to
one point, a contact slides off the end of the ring into the opening
stopping the power and parking the wipers. The contact is a ground
tag. Or the ring is the ground and the contact is the black wire from
the switch, don't remember.

don't park in the down position like most vehicles do. They never did

Re: Wiper / Ignition Wiring?
The last person to take the windshield off didn't plug in the
harness correctly. It's hard to do upside down under the dash, most of
us splice in a trailer type connection.
