That is mostly true Bill, but not entirely. You must Smog to the year of the
motor OR the year of the vehicle, whichever is newer. If the motor is old,
then you have to smog-up to the vehicle's year. If the motor is new, then
you have to carry its smog equipment with it into the vehicle.
The original poster said the motor is a '95, so the rules for the motor will
apply. If his motor was from a '76, then it must be brought up to the '86
specs of the CJ that the motor is dropped into. Get it?

It has throttle body injection, that would dictate it has all the
the '95 stuff, computer, O2, temperature, barometer, fuel pressure and
etc. sensors.

Apparently it hasn't got all of the stuff because it can't pass with the
headers that it has, and the headers are home to the O2 Sensor -- or at
least they are supposed to be. We already know the headers are trouble, I am
guessing the trouble is because they can not house the O2 sensor.
