its not possible to take a chartered newsgroup and change it to a moderated
newsgroup.
besides, posting through altopia/alt.net its possible to post to moderated
newsgroups without moderator approval of your messages. im not sure how its
possible, but they discuss it in their own FAQ stating that its up to the
individual customer to decide whether or not to get around the moderator in
moderated messages. im currently researching the process of proposing a UDP
against altopia to my ISP (and hopefully others).

newsgroup.

It's really not necessary to moderate this newsgroup. The trash can be
almost entirely eliminated if everybody would just IGNORE the trash.
A troll posting trash that it is totally ignored, will go away quickly.
