You need to order from dealer stock to get the rebate. If you can find a
dual top with ABS on a lot somewhere, then you should be able to get the
rebate. Honestly, I don't see that you order is all that wierd, unless there
are other options that you haven't told us about.

I had the same experience with stupid dealers who wouldn't use email. I
simply gave up and went to the closest dealership. My requirements were
fairly simple and apparently something Chrysler builds a lot of. I
wanted either a Sahara in Sienna or a Sport in Inca Gold. Either way I
wanted dual top and the D44.
The salesman didn't know a thing about Jeeps. I went to poke at one in
the lot and test drive it. He started to explain all about how 4wd
worked in a Jeep. Unfortunately he was talking about quadratrack. In
about a minute he realized his mistake when he looked at the transfer
case lever. Then he shut up, and handed over the keys saying "You
probably know more about this vehicle than I do."
I just missed the deadline to order an '03 by 2 weeks. The dealer didn't
have either color but found one Sienna Sahara in northern NJ with the
appropriate accessories. I gave them a $500 deposite and they had it
ready for me 4 days later. It probably would have been sooner if a
weekend wasn't in the middle.
I paid just under $2000 less than what edmunds.com lists as the invoice
price- but that included a $1500 incentive.

A manufacturer's rebate is good on ANY specified vehicle, ordered or an
'in stock' vehicle. Jeep's standard $1500 rebate, that they've been
running on TJs for years, applies to either an order or one off the lot.
Sometimes dealers run their own incentives to cull out their existing
stock. Those incentives are different and probably won't apply to an
ordered vehicle.

I'm in houston and I can't find anything with ABS (even used) around here.
Being rear-end capital of the world, you'd think everything would have ABS.
Also, almost none of the Jeeps on anyone's lot has a hard/dual top. I guess
people associate hard tops with keeping out the cold or something. Cold is a
relative term, however. I'm from New Jersey and have spent a fair amount of
time in the midwest. -70 wind chill is cold. I'll probably have my soft top
on most of the time since it never really gets cold enough (for me) to not
have the windows down.
Trust me - if i found something with ABS and soft top, i'd have driven it
off someones lot a few days ago.. I even considered looking in dallas (they
get snow like once every 2 years) thinking I might be able to buy something
with ABS.
Dealer will honor the rebate and increase it if it increases upon delivery.
...and "weird" to this NG is a XJ without a dana 44! :-)

people associate hard tops with keeping out the cold or something. Cold is a
relative term, however. I'm from New Jersey and have spent a fair amount of
time in the midwest. -70 wind chill is cold. I'll probably have my soft top
on most of the time since it never really gets cold enough (for me) to not
have the windows down.
Trust me - if i found something with ABS and soft top, i'd have driven it
off someones lot a few days ago.. I even considered looking in dallas (they
get snow like once every 2 years) thinking I might be able to buy something
with ABS.
Dealer will honor the rebate and increase it if it increases upon delivery.
...and "weird" to this NG is a XJ without a dana 44! :-)

I'm in houston and I can't find anything with ABS (even used) around here.
Being rear-end capital of the world, you'd think everything would have ABS.
Also, almost none of the Jeeps on anyone's lot has a hard/dual top. I guess
