In the Commonwealth of Virginia, the speed limit in residential areas is 25
mph, unless other wise posted.

I love to set it at 25 (both my '91 Chevy truck, and the wife's '05 Liberty
will do it) and lead a convoy of mostly high-school kids out to the main
road in the mornings. Makes things safer in my neighborhood.

One common use of cruise control is to help one to avoid exceeding the
speed limit where it is set to an artificially low value. As an
example, one place in Canada I encountered a long stretch of nearly
deserted road with a speed limit of 30 km/hr (that's 18 miles/hr).
And of course there was a cop in the middle of it with a radar gun.

As far as changing the lower limit value, I suspect that that's going
to involve reverse engineering the program for the computer that runs
the cruise control unless the vehicle is old enough to still have an
analog system.
