My AT '00 XJ doesn't have cruise, but I noticed when I'm stopped (in gear or
in park), the throttle will race. It surprised me the first time because I
started moving even with my foot on the brake pedal. It raced, then came
back to normal, but its still disconcerting to a degree.

My AT '00 XJ doesn't have cruise, but I noticed when I'm stopped (in gear or
in park), the throttle will race. It surprised me the first time because I
started moving even with my foot on the brake pedal. It raced, then came
back to normal, but its still disconcerting to a degree.

Disconcerting, nothing...that's dangerous. Hopefully you're not going to wait
until it takes you into the side of a building to get it fixed. Most likely the
throttle position sensor going bad...
