Actually, that is a heat activated vacuum switch. There is a smog part
somewhere that kicks into action when the heat rises to a certain level. The
vacuum source is the intake manifold, and there is some kind of load
somewhere that turns on, or off, when the heat rises.

That's easy, take it off and use your other car to go to the store for
