That depends on what flash code your Jeep has.
On most it's the same, two turns to unlock and all the doors
unlock. Also in 2002 that feature could be programmed by the
dealer to unlock all or just the driver door. But I'm not sure
if it could do both that year.

I have had 6 vehicles with electric locks. Two T-Birds, XJ Cherokee, Audi
A-4, Audi A-6, and now this WJ.
The key would lock/unlock all the doors on all of them if I recall
correctly. I can't specifically remember with the XJ but as I always open
the door for lady passengers I think I would recall unless I always used the
remote.

For sure the XJ with electric locks also has working key locks. Two
friends have them.
I might buy the guess you only have a 'valet' key, but more likely is my
thought about a B+E needing the drivers lock changed and they forgot to
give you the rest of the keys.
You can go to the dealer with the ownership and proof of ID and have a
key cut for the other doors if that is the case.
