Hi Bill,
I'd like to say yes. But if you had seen a modern government
operate Pemex station, you'd wonder what Daimler was thinking. Going
down Baja it's stored in open fifty gallon barrels.

It's on top of the fuel tank on the fuel pump/regulator assembly. But
your problem is not from the filter which is a huge white felt-like
filter which is a lifetime filter that doesn't need changing. It bears
no resemblance to the filters of older cars like I grew up changing
and/or cleaning.
The slow start is very likely nothing more than a leaky anti-drainback
valve which is also located on the fuel pump/regulator assembly. When it
leaks, it allows the fuel to drain down out of the fuel injectors and
fuel rail all the way back down to the gas tank. Then at the next
engine start, the fuel pump has to get the fuel all the way back up to
the injectors which is what takes so much time. Replacing the
anti-drainback valve will fix your problem. You may have to buy the
entire fuel pump/regulator assembly which includes that valve if your
parts guy can't get the valve separately.

Pick up a cuppa coffee, take a coupla sips as you turn the key on and
wait 5 seconds. The other alternatives can get expensive. I haven't
had the condition get worse in over 5 years so far.
