Canada Building a V8 Tj. a couple of questions

I'm currently in the steps to building a 2000 TJ with a Dodge 5.9 Magnum.
Its going to be a rock crawler with some mudding on the side. but its off road first and road Legal second. so it will be barely road legal. So this is my planed set up

5.9 Magnum, 727 (non-Lockup), NP203/NP205, Dana 60 & Sterling 10.25 (5:38 35 spline) and 46'' road tires and 44'' off road tires

And my only questions so far is if i should go with a 46rh instead of a 727? (for HWY milage) if its worth finding one i already own a built 727. but the 727 leaves me with 5.38 final ratio and with the 46rh i get 3.71. Which means i should be revving 2500rpm doing 90kms with 727 and 1700rpm doing 90 in 46rh.
A professional/experienced opinion would be appreciated

Is it worth the extra time and money to get a extra gear? and is their so much rotating mass that i need it to rev 2500 at 90 with military tires?
