I had to clean 40 years of paint off my basement concrete walls so I could
recoat them with waterproofing. I tried hundreds of dollars in chemicals,
wire wheels, and grinding wheels. Finally bought a pressure feed sand
blaster and I was done in a weekend. Messy but effective.

Don't forget the respirator.

Nathan,
Once you get the paint off, consider staining/sealing the concrete
instead. You get a mottled look that is good for floors that get dirty a
lot. :) Seriously, if I was going to do anything to my garage floor, I
would stain it. The floors in my house are scored (18" squares) and then
stained and sealed. I get compliments all the time on it. I wouldn't do
the interior of the house myself, but I'd do the garage.
