Some trouble-shooting suggestions:
Does the signal speed up when you step on the brakes? If so, go directly
to the part about fixing the rear lamp ground.
Turn on your 4-way flashers. Walk around your Jeep and see if any of the
lamps are dimmer than the others.
If you find one, swap that bulb for its mate on the other side, test
again. If the dim bulb moved, you've found the problem.
If there is a dimmer lamp and it didn't move when you switched the bulb,
the problem is in the circuit, most likely the ground.
For front lamps the ground is through the mounting screws. Clean the rust
off and re-mount.
For the rear lamps, look for a wire tag from the housing to a sheet metal
screw, probably on the inner splash panel at the rear of the wheel house.
The splash panel is pop-riveted to the wheel house and -- being nearly two
decades old -- rusts. If this is how your Jeep is set up you'll need to
run the ground wire to a better ground on the body or the frame. If this
was the problem, fix the other one now, while you have the tools out.

A poor ground will cause this. A bad bulb will do it too.
