According to your form (see link below) Jose is ultimately responsible for
transferring the information.
So....
(scenario #1)
if Jose buys Bill's car and Bill completes his legal obligations by filing
form 138 but Jose doesn't file for a title Bill is still responsible.
or (scenario #2)
Bill completes and mails form 138 the day of the sale. The local postman is
on his regular two week drinking/drug binge without worries of job sanction
so no one picks up at his collection box when Jose goes on his killing spree
or scenario #3
Bill completes and mails form 138 the day of the sale. But a Kalifornia
State employee decides to throw it in the trash because she is required to
have her desk cleared before leaving for the holiday weekend when Jose
starts his killing spree
Bill is still going to get his door kicked in and shot while he is asleep by
the local SWAT team.
(Just to be sure they will plant meth lab equipment, guns, and child
pornography to complete the frame up and cover their behinds)
I assume Bill's estate can sue afterward and get his name cleared but then
it is too late for him as he is already dead.

Kalifornia cops prefer shooting (but not necessarily hitting anyone
according to the news reports) over actual honest investigation now that Joe
Friday and all his partners are dead.

Motor Vehicles sounds good and I've done that on every car I've sold,
BUT the last car I sold, I got a bill a year later for it's impound. The
only way the could have gotten my address was through DMV. And I've seen
may examples on television, about little old lades losing their homes
after giving and properly documenting their gift to some charitable
organization like the Red Cross. I have the document:

Motor Vehicles sounds good and I've done that on every car I've sold,
BUT the last car I sold, I got a bill a year later for it's impound. The
only way the could have gotten my address was through DMV. And I've seen
may examples on television, about little old lades losing their homes
after giving and properly documenting their gift to some charitable

BUT the last car I sold, I got a bill a year later for it's impound. The
only way the could have gotten my address was through DMV. And I've seen
