You're telling me it's in the gauge it's self, or a bad connection
on that instrument panel. Is full the ignition off rest position?

Re: Battery Gound?
That is a sticky mechanical voltage regulator inside the gas gauge. The
gas and temp run on 5 volts.
When the points stick in the regulator, you get a 12 volt spike. This
'will' burn out the gauges in short order.
