In May unleaded regular in Caracas, Venezuela was 70 centavos per liter (14
cents/gallon). Leaded Premium was 90 centavos/liter. It was that same
price in May, 2004

Pretty much. The revenues the government get in from petrol is about the
same as it costs to provide free health care.
