Motorbike mirrors are DOT approved and as cheap as bicycle mirrors.
They look good on Steve's too.

What does the factory paint look like UNDER the stock mirror bracket?

Well, I solved the problem by buying a $6 generic replacement mirror and
attaching it to my roll bar where it meets the windshield frame with two
Velcro straps. Although the particular mirror I bought is a tad smaller than
I would like, at least I'm legal now. Thanks all!

Its 5 minutes to move the mirrors back and forth from the mount to the hard doors (or
less if you dont drop any washers or springs).
I dont find on the TJ that they bounce around or anything. With the hard doors on it
is hard to see the passenger side - but unless they drive a TJ they probably dont
know that. Its on the rig and that makes you legal.

Here is a cheap and easy solution for an outside mirror.
http://www.jeepit.com/ has a bracket for about $13.00 (includes
shipping) that fits into the top hinge after the door is removed. You
can buy a $10.00 mirror at any auto supply store that will attach
easily to the bracket. For about $25.00, you're in business. Works
great. A lot simpler then replacing the hinges.

Windshield / upper door hinges. CJ style mirrors mount to these. They are
a pain in the neck to replace, but you get bragging rights once you have
done a set. ;o)

Oh, Jeez! I would *hate* to have to replace one of those, especially on an
older Jeep! Every post I have seen regarding hinge removal has been a
desperate plea for help. If you want to use CJ style mirrors, drill and tap
the hinges. It's easier.

ok I dont know if I got lucky or not. I have a '00 TJ and I have put on Sun
Performances light mount and Mirror relcation brackets on my Jeep and I did not
have a problem with removing any of my bolts.
