It is not a PTO. PTO means Power Take Off, and this power source is a
mechanical connection to the drive train via the transfer case. Your winch
is a hydraulic winch. It runs by hydraulic means via a pump that is driven
by a motor. The pump could be a PTO design, but typically is simply
connected to the crankshaft by a belt.
In an automotive application -- such as your Jeep -- a hydraulic winch is
often run by the power steering pump.
The beauty of a hydraulic winch over an electric one is that it can run
pretty much forever without stopping, wheras an electric winch needs to rest
frequently because it gets hot. The downside of the hydraulic winch is that
if it is your own Jeep that needs to be recovered, the engine must be able
to run for the winch to work. As a practical matter, the recovery operation
while offroading is usually far shorter than the duty cycle of the winch --
you can get the vehicle back on its wheels long before the winch gets hot
and needs to rest. An electric winch is well suited for self recovery

For Christ sake, either top post or bottom post, but not both.
It doesn't matter what netiquette is, follow suit so I don't have to look
for the discussion. There is nothing worse than sticking to "right" when
somebody else has already screwed it up.

You can not post pictures (binary files) to a non-binary group. You have to

That winch 'can' be driven off the PTO if you have such, otherwise it is
just a hydraulic winch. It might even have been made for Jeeps.

I believe you are correct about the pump and speed, though speed isn't
always a good thing when winching....
If you had a PTO, then a hand throttle would control the winch speed.
