Yes, it came with a relay (I'd assume that's what the big block with the
four prongs is..).

You need a relay, UNLESS you already have fog lights that are coming off and
these are replacing them.
Route the + from the battery to the CONTACT of the relay, then from the
other contact of the relay to the lights themselves. Be sure to fuse this
wire as near as practical to the battery, and as an extra safety measure,
between the relay and the lights, near as practical to the relay. The idea
being that if the wire frays between the power source and the load, the fuse
will blow before the rest of the wire melts. The fuse next to the battery is
mandatory, the other fuse is ----.
Next, find a hot lead in the existing lighting circuit that goes to the LOW
BEAMS. Tap that lead and feed it to the Coil of the relay. You only want the
fog lamps on when the main lighting system is on, ideally you want the fog
lamps to go off when the High Beams are on, but I am not certain that the
Low Beams go off when the High Beams come on, or if the High Beams are
simply added to the Lows. Either way, the Low Beams will enable the relay
when they are on. Route the ground of the coil to the switch. When the
lights are on, AND the switch is closed, the fog lamps will light. If the
lights turn off, the fogs go off, if the fog switch goes off, the fogs go
off. In a perfect world, the fogs will also go off when the High Beams come
on.
Be sure to use wire that can carry the current load from the battery to the
lights. The lighting kit includes wires, the heavier wire is used here.

Route the + from the battery to the CONTACT of the relay, then from the
other contact of the relay to the lights themselves. Be sure to fuse this
wire as near as practical to the battery, and as an extra safety measure,
between the relay and the lights, near as practical to the relay. The idea
being that if the wire frays between the power source and the load, the fuse
will blow before the rest of the wire melts. The fuse next to the battery is
mandatory, the other fuse is ----.
Next, find a hot lead in the existing lighting circuit that goes to the LOW
BEAMS. Tap that lead and feed it to the Coil of the relay. You only want the
fog lamps on when the main lighting system is on, ideally you want the fog
lamps to go off when the High Beams are on, but I am not certain that the
Low Beams go off when the High Beams come on, or if the High Beams are
simply added to the Lows. Either way, the Low Beams will enable the relay
when they are on. Route the ground of the coil to the switch. When the
lights are on, AND the switch is closed, the fog lamps will light. If the
lights turn off, the fogs go off, if the fog switch goes off, the fogs go
off. In a perfect world, the fogs will also go off when the High Beams come
on.
Be sure to use wire that can carry the current load from the battery to the
lights. The lighting kit includes wires, the heavier wire is used here.

You need a relay, UNLESS you already have fog lights that are coming off and
these are replacing them.
Route the + from the battery to the CONTACT of the relay, then from the

I did KC ones by myself with ZERO knowledge on a '99 TJ and it was
easy...here come some stream-of-consciousness tips. Looking right above
your battery, there's a little plate against the firewall that's easy
to screw things into. Just pull out one of the screws, put the cubical
thing (relay) over it, screw back in. Connect the negative side of your
battery LAST. For the switch inside the cab, I don't know if you'll be
using the stock Jeep one that's already there, but to add a different
one (i.e., route the wires into the cab from the relay for the switch
you throw to turn the lights on) there's a pre-drilled hole in the
firewall with a rubber gasket you can push the line through by the
driver side feet-get on your hands and knees and look under the
dashboard on that side and you'll see it. One last caution: the weenie
little holes the factory drilled in the bumper are NOT big enough for
the foglamps I bought, and maybe won't be for yours. I had to drill a
much bigger hole and put spray primer so it wouldn't rust before
putting the lights in. Also, route all the light wires through your
bumper. It's tubular. Not counting the drilling/priming, it's a 1.5
hour job max. LAST IMPORTANT THING: at some point you have to join 2
wires with a little square thing that actually cuts through the wire
insulation to join 2 wires. DO THIS ONLY ONCE! Once you do it the first
time, you can't go back. I tried to, and water got in a shorted out one
of my lights.
