There's no relay used on a stock headlights. Just in the fog or driving
lights circuits, and all aftermarket auxiliary off-road lights. More than
likely whomever installed your headlights used the stock circuit to trigger
the relay, so look for an extra hot wire coming off your battery to lead you
to it.

Your Low beam/High Beam switch may be bad. I'd give that a shot and see if
it takes care of it. I'm not sure about bills no relay on the stock
headlights without looking at the wiring diagram. There usually is a relay,
seems silly they wouldn't put one in. But this is a Jeep we are talking
about, and DMC does some very silly things. Alot of times, you turn the
high/low beams on off and you can hear a click. thats usually the relay. If
you have one, it probably still clicks, give it a shot. I'm sure the
contacts are just melted, and the magnetic coil still functions.

Is it very hard to replaced the high/low beams switch? I think that
there should be a relay for the headlights.But I checked all the
relays none of them go to the headlights.You all have been a big help.

I have a TJ manual with schematics and I looked through the front lighting
wiring diagrams. The only relay I find pertaining to the front lights is a
fog lamp relay which is probably only there to switch them on and off with
the high and low beam headlamps. Apparently there is no relay for the
headlamps, at least I can't find one in the schematics. Hope this
information helps.

It most certainly does help. I don't know why I'd even question bills
knowledge in the first place. anyway, the fact that there is no relay, tells
me that they are using the switch (high/low) probably as the device to carry
the circuit load. increasing the electrical load most certainly fried the
high low switch. it probably overheated and is now sticking Jamie. thats
why when you click to turn them down, they just dim. the switch is
attampting to disconnect the circuit, but it can't because its melted closed
and just getting a smaller connection, with less area for power to travel
through. If the switch is on the steering column, is certainly a pain in the
ass. at least it was on my POS YJ. You'll have to pull the steering wheel,
etc.... I think I'd just take it into the shop if I were U. then you'd get
a warranty with the work. If you want to tackle it yourself. Its not that
hard, just a bit trying while installing the new switch and lining a couple
of items up. not rocket science. You will need a special tool to remove the
steering wheel, but any parts store tool area should have it for around 15-20
USA dollars. You can do it in a day. I think my switch cost me around $80
from the dealer.... You can test the switch if you have your repair manual,
and a meter. just unplug it from the harness. at certain switch points
you'll have a certain reading. its all spelled out in the repair manual. get
that manual and meter, then go test your switch!

usually the bulbs are ok as they are
i would bet the multifunction switch is bad
did the trun signals not cancel after turning steering wheel?

by each lite with the hood open you will see wires grounded to the body
those are the grounds for the ft.lites make sure they are clean and tight
