Depends if it's just a plugged filter or the cannister is actually shot. If
it's just the filter, $2.00 like mike said.
There are many people that run without it, but it is the gas tank vent and
some of those things need to be taken into account if you run without it.
I'm sure if you do a Google group search someone will have explained how to
run without it.

That is a bad purge valve. If you trace the PCV line to the back of the
carb, make sure the elbow hasn't collapsed. Back of the carb there is a
solenoid or T fitting. The solenoid can be tossed, it's a recall thing,
you just use a T fitting. Off this a line goes to the top of the
canister.
At idle pinch this line to the canister closed. If the idle changes the
canister purge is messed up.
