When mine went bad, the Jeep did a great impression of running out fo gas
once presure started building up. Mike Romain was a great help when I was
trying to determine what to do about mine. If you get rid of it, you might
as well drive without a gas cap, otherwise as the pressure builds your Jeep
will start bucking like a Bronco.

It is a vent for the gas tank and carb float bowl.

It is activated charcoal that stores the fumes when it sits, then purges
the fumes into the PCV system when you are running at speed.

It has an air filter on the bottom that needs changing now and then.
The filter is only a couple bucks but the first one is a real bugger to
dig out. You literally have to dig it out, then a new one tucks back
in. I needed a hammer and chisel to get mine out it was so full of
baked on mud.

You 'can' run without it, but then the gas tank has to vent to the open
air and man it will reek of gas fumes.
