Sounds like you have a case of the dreaded "death wobble". A common but very unpredictable symptom our beloved solid front axle keeps are prone to. The problem is to do with the trackbar bracket on the front axle. Some have luck with installing a larger stabslizer shock... some kits even rig up dual stabalizers. I think I've heard that this is a bit of a bandaid though. Not sure what the best fix is other than choosing a higher quality lift kit. Best of luck!!

Go the cheap way first and if u didn't put a larger steering stabilizer on when u did the lift then do it now, curious to whom did your lift installation?

The steering stabilizer should be your last resort as it only masks the problem. A properly set up front end should not need any stabilizer.
Check and torque all suspension bolts including you upper and lower control arm bolts. Pay special attention to the front trackbar and brackets.

If you go on U Tube, punch in Jeep Wrangler Death Wobble, there are numerous videos showing the problem and some fixes. What I got from them is that one of the main issues is the track bar bolt and also the tie rods get sloppy, allow movement and need repair.
There is a hardened bolt repair kit available.
Hope this helps.

Sounds like death wobble.

Your steering stabilizer will only cause this if it's shot. Take it off and go for a test drive. Better et check the resistance when it's off and see how hard it is or easy to push it in.

I would make sure all bolts are torqued . Go for another drive.

Check your trackbar next. I'm not familiar with the rough country lifts ...are you running the stock trackbar?

After that...there is a whole wod of threads on forums about diagnosing death wobble. Some have already been addressed here but I would say do some
Searches.
