Default 2000 JGC Limited

Hi, new to Jeeps, as we just bought our teenager a 2000 JGC for his first vehicle. It has only 190000 km's, and runs very well.
There are some issues with the Jeep. The cigarette lighter doesn't work, neither does the powers upply next to the cig lighter in the dash. The obd port also does not power on.
We have:
Checked fuses under dash. Fuse is good, but no power to the fuse 26 at all. Dropped the fuse panel down and checked the relays, but swapping with the turn signal relay. Signals work and cig lighter doesn't , so relays appear to be ok. I am not familiar enough with the Jeeps to know if there is any secondary fuses/ relays. I have checked the panel near the battery, but none seem to be labeled as cig lighter. No fuses in the fuse panel under the dash or near the battery are blown.

We have an engine light on, and we are trying to see the code. My son also wants the power supply or cig lighter working for charging his phone, etc.

Can any experienced Jeep owners help point us in the right direction?

ck under dash drivers side bulk head there shud be a fuse box.. what are you using for a scan tool?

We have checked fuse 26 on the drivers side fuse box of the Jeep, and it is good, but we swapped it out with a new one due to some corrosion on it. We plugged in the new fuse, and still have no power as the fuse does not light up my test light. The test light works great on other non-switched fuses in the panel, but not the cig lighter.
I am using a wireless obd bluetooth adapter and run an android phone with tourque on it. The obd adapter does not power up, as the android phone does not see it at all. I take the adapter and phone to my f150, and it works perfectly...connects and finds the trucks info right away. Does the Jeep obd port run off the cig lighter power like most cars and trucks do? There is no power at the obd port, the cig lighter and the power supply in the dash. The rear power supply near the disk changer works perfectly.

Can anybody help. looking under the truck yesterday, I noticed the ground strap on the exhaust to fram is just barely connected by a few strands. We will be changing that today, and see if that helps at all.
