no 4 wheel drive
It does not engage the hubs, the vacuum operates a shift fork and collar on the passenger axle. Make sure it is getting vacuum. If you have vacuum but still no 4wd, then you have an issue with the disconnect. There is a 4x4 Posi-Lok kit, it will get rid of the vacuum disconnect and replace it with a new cable operated piece. if you are keeping that axle the Posi Lok is the best mod you can make to it. Did it in my XJ and had a locker up front, it was great because you could Lock the 4WD you can have 3 wheel drive or 4 wheel drive depending on the engagement of the Posi Lok
If you can find a magazine called "4x4 Garage" the winter issue has an excellent write up on the options that you have with a vacuum disconnected D30. It will answer all your questions.
