Try measuring the tire horizontally cause when its on the ground the weight of the vehicle is compressing your tire and of course its gonna be shorter than the actual tire diameter.

Most tire manufacturers will say it's a 33" tire, but they are actually a 32" or a"32.5. They're are actually very few that are exactly the size that they say they are.
