Re: YJ Heater not working..
If the enigne does not warm up, you will have no heat. Replace the
thermostat. On a '95 it wouldn't hurt to do a full cooling system flush:
install the flush filling ($6), use a radiator flush chemical per
directions ($4), drain the old anti freeze (disposed of properly, it is
toxic to dogs and cats), and refill with 50% mix top grade antifreeze (1
gallon antifreeze, mixed with 1 gallon distilled water, might take a bit
more than that)

My 93 YJ (I6) does not have a heater control valve either. Someone else
(different thread?) posted the same about their 93, so chances are good you
do not have one.
The one in my wifes 95 XJ is located near the firewall on one of the heater
hoses and has a vacuum hose actuator. It is about the diameter of a
half-dollar and approximately 2 inches tall.
