All the manufacturers are relocating fuel tanks. This would make me think
it was part of a government mandate.

The old Wagoneer's were a foot off the ground, they didn't have to
deal with Liberal wacko courts on roll over, or course they were top
heavy, but people back then were smarter and compensated:
