Yup that is what is happening... the middle picture. Ok, so these are
fairly new shocks, is there a way to test the schocks to see if they
are ok?
Will getting new tires and balanced and aligned fix the problem? I dont
want to ruin another set.... luckly this showed up at the end of the
tire wear..

Your shocks are not upside down are they, with the reservoir at the
top?
Also most off-road design tires must be rotated every couple
thousand miles.

top?
Also most off-road design tires must be rotated every couple
thousand miles.

The fact you rotate, suggests it is the fault of the one tire, not the
shock. The tire can toss a weight or a rock can knock one off so it
goes into an harmonic wobble that will make the flat spots.
This usually shows up as a small vibration as you pass through 50-55 mph
or so. If you have really good shocks, they can cover it up and make it
a light vibration.
