Have the engine off and cold and give the gas pedal one shot then open
the air filter and look. The choke will be closed or it isn't working.
Your symptoms are not choke symptoms. When the choke doesn't work it
will still start, but it will not keep running unless you keep pumping
the crap out of the gas pedal. You 'certainly' cannot drive away with
the choke not working until the engine has warmed up enough to blow heat
out the heater.

Take the air cleaner lid off before you try to start it. Open the throttle. If
the choke doesn't slam shut, you have a problem. If the choke stays open, it
will be very difficult to start, and you'll have to pump the accelerator to get
enough fuel into the engine to get it running. Most common cause of a stuck
open choke it dirty/gummed up choke linkage.
If the choke does slam shut, open it and look down the throat of the carb while
opening the throttle again. You should get 2 streams of fuel squirted down the
carb. If not, you have an accelerator pump not working. This could also cause
difficulty starting, not to mention a pretty good hesitation when accelerating.
On an electric choke, the electrical part is only used to heat the choke coil to
open it as the engine runs. It doesn't have anything to do with closing the
choke, which is what you need to start it cold.
