Adding Off Topic does nothing to make a post on topic. Indeed, it expressely
notifies other participants in the group that the topic does not follow that
of the group. The group participants can then easily steer around such a
post, and one can even go so far as to establish a Message Rule that deletes
a message when "off topic" appears as a text string in a Subject Line.

Doug has been posting here for close to ten years that I'm aware of. You, on
the other hand, are a relative newcomer. Chill.

And, netiquitte says that if you have to step outside the boundaries in your
subject, then you should notify others so they can steer clear. A post that
goes on for days about the accuracy of "'96 TJ <anything>" is a complete
waste of bandwidth. Posting that "I'm not sure if this thing is on <tap,
tap, tap>" and stating that it is something that you should not bother
yourself with is better. He could have posted ANYTHING in his subject line
that had the effect of being a test from his perspective, and not told us it
was a test.
