Basically a large parachute looking device made of heavy canvas.
Works wonders at sea. It relies on the fact you can't drag a big
object through water without a hell of a lot of resistance.

the type of Jeep involved [looked like it may have been a
blue Libby]. Some woman in San Francisco was speeding on
Fulton at over 100, and managed to whack a curb and launch
her Jeep over a wall and out onto the sand almost to the
waterline at Ocean Beach. The Jeep was rather mangled...
