Blogspot is pretty much unregulated.
The only thing you can do is hit the 'flag' at the top.
The best thing is just to ignore it.

Like most punks, they go away after a while if no one ever responds to them.
Spammers stay in business due to the 1/2 % that is stupid enough to buy from
them.
