Hi Dave,
I wouldn't mess with the throttle butterfly stops, if you back that
off you will find they will stick and break the shaft. Another air leak
that could cause your symptoms is the Exhaust Gas Recirculation Valve:

it is closing. Check the other stuff listed at the site:
