rules? That is the difference in the 'rec' or 'sci' groups with a

no, as i understand it a charter is necessary to form any usenet group

no, as i understand it a charter is necessary to form any usenet group
regardless of its hierarchy.

I believe all we have to do is write our Internet Service Provider,
newsmaster@cox.net for me, and request they start or add a news group.
It's nice when someone takes the time to write up a charter, like our
group, it gives me teeth when reporting abuse. Just go ahead and write
one and post and it to your domain like another group I read at:
