tax targets luxury vehicles such as the BMW 7 Series and Bentley
Continentals, and would apply to new vehicles only. Surely, the purchaser
of a Bentley Continental could afford to put an additional £2000 into the
common pot?
When I was in Spain they told me that people buy SUVs "so they can see over
the traffic in the cities". That agrees with my experience there, although
there must be some who use them on farms and orchards, or who live in areas
of heavy snowfall.
A proponent of the bill denies that placing a hefty tax on new vehicles
would drive consumers to "retain dilapidated cars instead of replacing
them". Retaining dilipated cars, and restoring them to running condition,
is another way to help the environment and alleviate fuel shortages. It
takes a lot of raw materials and energy to manufacture a new car, even "a
car which is consistent with their environmental obligations".
I like the idea of taxing airlines per flight, rather than per passenger.
One time I was on a trans-Atlantic flight, and the two passengers next to me
didn't show up. I enjoyed their wine, and stretched out to sleep on their
seats. I suppose I should have been made to pay their share of the fuel
tax.
