If you run too much oil it may come into contact with the crank
and be whipped into a foam. Easy enough to check on the dipstick tube.
Sputter with loss of power sounds like a tank of crapoline.
Crapoline is what I call gasoline that contains water or other floaties
that don't belong there.

It is more likely to cause engine damage in most cars if the oil
level in the pan gets high enough that the crankshaft promptly
turns it into foam. With hydraulic lifters, you might get lucky
and have them collapse first.

I suppose if there were enough excess yes, the drag of having to slosh it
around, and some of it getting up into the cylinders could possibly cause
that.

It depends on what "too much" means. If you looked at the stick and thought
it would be good to put in a quart, but only a half-quart was needed, no it
won't hurt. If you were supposed to put in 6 quarts, but lost count and put
in 7, then we have another matter entirely.
