Probably. I don't know about TJ's, and each vehicle is different, but they
all have the defroster ducts pretty much directly above the heater blower.
"Clicking" sounds like a toll road receipt, but "rubbing" sounds more like a
misaligned fan hitting the housing, and a warranty issue. These are just
wild guesses, of course.
