In my experience, most cruise controls will engage at 35+ mph. You can then
decellerate as low as you wish by pressing the decel or coast button several
times until it cruises more slowly.
I'd like to remove the limits on my Wrangler as well, leaving only an RPM
limit. This would make it easier to concentrate on the terrain when moving
slowly, rather than concentrating on RPM or speed.

I don't know where U guys are coming up with this magic 35 mph cruise control
number. my 2004 ford f-150 supercrew works at 25 mph and my 2007 3500 chevy
express service van works at 20+ mph..... Is 35mph just ajeep thing?
