Before you go too far with the swimming, the stock air boxes I've
looked at have a small drain hole in the bottom. I don't know if
someone drilled them or if it's in the mold, but even with a snorkle
the box is going to fill up fairly quickly even with that little
hole.. Paddle fast!

That just means you have 90 days to register/renew after that smog inspection.
After that, you'll need another inspection to register.
