on a 4.2L, am I turning counterclockwise to lean the mixture?

LOL!

I was busy. Clockwise screws it in which leans it out.

The stepper's pins go all the way into the carb for a full rich on them,
then you fine tune it with the front screws.

If it won't lean out, then suspect blocked idle tubes.
